Solar panel grants in Scotland: what's available in 2026
What Home Energy Scotland still funds (heat pumps and insulation, not solar panels or batteries), 0% VAT, Smart Export Guarantee income and finance through Ideal4Finance, explained. We don't apply for you — but we can provide advice. All funding is subject to eligibility, property type, scheme availability and current funding limits.
What grants are available for solar panels in Scotland?
Five funding and income routes are open to Scottish households in 2026:

Solar panel grants in Scotland: what changed on 6 June 2024
Home Energy Scotland withdrew funding for solar panels and home batteries from 6 June 2024, and it has not returned. A Scottish Government freedom of information release records the change being approved on 15 May 2024, and the Home Energy Scotland funding table we checked on 6 October 2026 has no row for solar PV or battery storage.
Two points still cause confusion:
- Adding a heat pump doesn't bring the panels back. Since the change, solar PV and battery applications aren't accepted even alongside a heat pump. The heat pump can still be funded; the panels and battery can't.
- The £5,000 figure you may see is for water heating. Hybrid PV-T and solar thermal systems, which heat water, are loan-eligible up to £5,000 with no grant; ordinary solar PV panels are not.
If a quote assumes Home Energy Scotland money for panels or a battery, it is out of date.
Home Energy Scotland grant and loan: what it funds in 2026
The Home Energy Scotland grant and loan is the Scottish Government's funding scheme for homeowners, and it now concentrates on clean heating and insulation. Heat pumps (air, ground or water to water), biomass boilers and heat network connections can get up to £7,500 in grant, with an optional loan of up to £7,500 on top. Insulation can get a grant of up to 75% of the combined cost, to a maximum of £7,500, with the rest available as a loan up to each measure's limit. Homes in remote rural and island areas, and off-gas homes in accessible rural areas, can add £1,500 to each grant.
Four conditions decide most applications:
- Applicants must be homeowners living in the property as their only or primary residence, and it must be an existing home.
- The heat pump has to supply all of the home's heating and hot water. Hybrid heat pumps aren't eligible, and replacing an existing heat pump gets a loan but no grant.
- Work can't start until the written offer arrives, and funding isn't backdated.
- The loan charges no interest but has a 1.5% administration fee, capped at £150 per application, and depends on credit and affordability checks.

Warmer Homes Scotland and council schemes
Warmer Homes Scotland is the Scottish Government's programme for households struggling to heat their homes. Its official page says eligible households can receive improvements worth £10,000 or more, with the Government meeting all the costs in most cases. You must own your home or rent it privately, and it must have a poor energy rating, sit in council tax bands A to G and be no larger than 230 square metres. Someone in the household must be 75 or over with no working heating, hold a DS1500 or BASRiS certificate, or receive a qualifying benefit such as Pension Credit Guarantee, Universal Credit or Council Tax Reduction.
The official list of improvements covers insulation, draught-proofing, heating (including air source heat pumps) and "installing a home renewables system". It doesn't name solar panels or batteries, but Scottish Government figures record 957 solar PV or battery storage measures installed under the scheme in 2024-25. What you get depends on what the Warmworks assessor recommends, and Warmworks-approved installers do the work. Apply through Home Energy Scotland, which refers eligible households to Warmworks.
Some councils also run area-based schemes. In West Lothian, where we're based, the council's scheme is primarily an insulation programme (solid wall and hard-to-treat cavity walls), offered by letter to homeowners in target areas that aren't published in advance.
0% VAT on solar panels and batteries until 31 March 2027
For most households, the government help that applies to solar itself is tax relief, not a grant. Under HMRC's VAT Notice 708/6, home installations of solar panels, batteries and heat pumps carry no VAT until 31 March 2027, after which the rate becomes 5%. Our typical installed prices already include the 0% rate. At 5%, a £6,500 to £8,500 4 kWp system would cost £325 to £425 more, and a £10,500 to £13,500 system with a 5 kWh battery £525 to £675 more.
The relief covers installation, so kit bought to fit yourself is standard-rated, and it doesn't extend to EV chargers or commercial premises, which pay the standard rate (currently 20%). Adding storage? See solar and battery systems.
Export income from the Smart Export Guarantee
The Smart Export Guarantee isn't a grant either, but it is the second income line in a solar quote. Ofgem requires the suppliers in the scheme to pay for the electricity you export, measured by an export meter, on systems up to 5MW, at a rate each supplier sets and that must stay above zero. Loans and finance instead of a grant
Three borrowing routes sit alongside the schemes above. None is a grant, and each involves a credit check.
- The UK Warm Homes Loan Scheme. The UK government's 2026 scheme rules cover owner-occupiers and private landlords anywhere in the UK, Scotland included, and include solar panels and home batteries, with loans offered by participating lenders rather than the government. The consumer launch was due from September 2026, but when we checked GOV.UK on 6 October 2026 no participating lenders had been named. Each lender will set its own rates and terms.
- Green mortgages and further advances. Some mortgage lenders offer better terms, cashback or extra borrowing for energy-efficient homes and upgrades, including solar panels and batteries; our green mortgages guide compares them.
- Finance through Ideal4Finance. Ecoaim is an introducer appointed representative of Ideal4Finance, a credit broker rather than a lender (FRN 703401). Finance is subject to status, and the rate you're offered depends on your circumstances, the amount and the term. Ask for the representative APR and the total amount repayable before you sign, and compare them with paying outright.
Funding for businesses
Businesses face the same gap. Business Energy Scotland's SME Loan Scheme is not accepting new applications for solar PV. It still lends without interest, with cashback, for heat pumps and insulation. Solar panels sit in the special rate pool for capital allowances, so the Annual Investment Allowance (up to £1 million a year) is the usual way to deduct the full cost in year one; take your own tax advice.
